The keyboard on the laptop experiences long delays when you attempt to type on it and the touchpad does not work at all.

That is a difficult one.

Firstly right click on MY COMPUTER and select PROPERTIES, select the HARDWARE tab,and click the DEVICE MANAGER button.. Check for anything with a yellow exclimation or a red X through it. If it's under HUMAN INTERPHASE devices then iether yout touchpad is disable(red X) or the driver is not present/corrupted (yellow !).

If there is nothing there or you can't see the human interphase device tab then it is very likely that the cable connecting your touchpad to the internal board has become disconnected or loose.

The keyboard might also not be making proper contact at the connector. if you recently smacked the laptop or some one bumped it hard it is very likely.

You can open the laptop up but i think it would be best to contact a toshiba or an experienced I.T. technician.
