I have a button on the keybord for it. Perhaps you'll have to press another button as well but you press the button and then the letter you want the dots over.
If you use microsoft word then you can go to Insert and then Symbols where you can find letters with dots over

You need to use the Alt-code.. for the special characters.. I am not sure what they all are.... but you hold down the key while you type the code.. like 153 gives your Ã
ahh! just read the one with the character map... from windows.. ok.. if you go to that Start/Programs/Accessories/System Tools/Character Map... and select your font.. and then click on the character you want.. it will tell you the key sequence in the lower right corner.. like ¶ is 0182

1. if youre on MSN or Yahoo IM you can just hold ctrl and : at the same time, then release those and push the button you want the dots to be over.
2. go to start, then run, then type in charmap. you can find the characters in there, copy them and paste them where you want them.
3. go to your keyboard settings and add another language to your keyboard. that way you can hit a few buttons and it'll change characters.

In Windows, you can hit the character map and type the alt code for it.
Start -> Programs -> Accessories -> System Tools -> Character Map
And then either copy/paste or use the ALT codes at the bottom. Hold down ALT and type the 4 digit number. à = ALT+0196, ä = ALT+0228.

If you are typing a german word like the U with the dots over it? if so go to insert symbol and pick it from the list.

On a Mac, you can choose the Option+U and then type your letter
For Example ö
If its a PC, I thinks its the Alt key + U and type the letter you want.

Unless you have a keyboard that supports foreign letters (such as a Swedish, Norwegian, German, Russian, Spanish) then you need to use the ALT codes, which can be found here -->http://www.lookuptables.com/
to make them work, you simply hold down the ALT key and then on your number keypad (make sure the num Lock is on) and type the corresponding numbers. for example, to make the à hold the ALT key and type 154
:-Ã (the tongue is ALT 0222)
à = ALT 153
à have fun!
** I suggested that site because you can simply print off the table and use that as a reference instead of going into character map located deep into in windows. simply write down (or print off) the alt code of your favorite characters and tape it to your monitor, that way, you can :-à à à ñ all day long
