If you have an aftermarket mouse - wireless or otherwise - try downloading the latest version of it's software. Uninstall the current version and the install the new version.
If it is a standard mouse - turn it upside down - rotate the ring around the little ball and lift. Now take out the ball and clean the two runners and glides that are there - you may notice a build up of dust and cloth from the mouse pad. A QTip with a bit of rubbing Alcohol usually works best.

Or try this click on start menu > control panel > Mouse > Pointer Options > Motion > Set it to slow.
If the above doesnt work, replace it, go for an optical.
