they aren't sucking their thumbs...they are biting their thumbs at the other team. its a nice way of insulting without getting a card for bad sportsmanship....
sometimes its the ending to the sign of the cross and in which case they are kissing their thumb

He is simply signifying to the ref "I will be sucking your diick for that call" as opposed to the "jerk off motion" or bending over and touching his kness.
