If she does not have a fully developed uterus then then she is not going to be able to have children naturally. If that is the only problem that she has though she does have options though for having her own biological children. She can have her eggs implanted into a surrogate.
And there is always the option of adoption. There are so many children out there that need loving families.
So, Yes, she can have children.

Not biologically. She can certainly adopt. There are thousands of children who are in need of loving homes.
