If yes, than I don't have any answer except 'thank you' for thinking that we do.
If you truly meant titivate, than I not sure where you are hanging out that women are doing this while walking down the street.

We do it for the same reason you GUYS walk down the street higgledy-piggledy, hugger-mugger, jumbled, pell-melling, and besmirched.

I dont know where you live but I've never seen girls just walking down the the street "titivating" maybe when your on a date or something, and you go to the bathroom to make sure you still look or smell good.
But walking down the street is new to me. I'll have to try that one day. :) SERIOUSLY!!!!!!!:):)

You mean like apply lip gloss and such? Fix our hair? Well:
a) Could be a windy day...lots of girls have long hair ike myself and on a windy day it's a nightmare. You have to constantly fix it.
b) Lip chap helps dry lips, while you're walking down the street, the air coming at your face dries out your lips. So therefore you apply lip gloss/chap.

First off, congrats on looking up a new word.
Second, it's an insecurity thing. They mess with their hair, bite their lip, adjust their glasses, etc. because of some modicum of insecurity not because you're hot.
