A Bureau is a goverment Agency. A Bureaucracy is a agency with a lot of rules and regulations and red tape that prevents things from being done efficiently -- the prime example being the Department of Motor Vehicles.

Generally, it means levels of government that make it hard to get stuff done. But the dictionary definition is a little more boring:

A bureaucracy is a form of organization in which officeholders have defined positions and (usually) titles. Formal rules specify the duties of the officeholders. Personalistic distinctions are usually discouraged by the rules.

We are a representative republic, but much of the "governing" and law enforcement comes from the various departments.

a government that is run mostly by staffers that are not elected..think of a bunch of different departments, each with many desks....
it is why the government (at least in US) generally works so slow.
