The same reason that people stay in Florida during Hurricane season, or Oklahoma in Tornado Season, Or along the seacoast after a Tsunami. We here on the West coast consider the potential of an earthquake to be just one of the factors in living here. I have been here for over sixty years and probably five earthquakes beyond a 5.0. I have never lost anything to an earthquake, and I have gained much in my life in the sunny climate of Southern California.

Why do people still live in FL? Hurricanes every year! Midwest? snow and tornadoes! East Coast? Floods and Snow Storms!
Pick your poison. It depends on what you enjoy and how that is balanced by the potential of natural (or man-made) disasters.
I've lived in many parts of the country and will forgo many of the other natural disasters to enjoy the coastline and weather of southern California risking the potential earthquake sometime in the future.
If you live in constant fear of the unknown you are not living!
