usually the valence in an ion leaves a noble gas config (ngc) so if the it is a cation, it looses electrons to have a ngc and for an anion, it gains electrons to have a ngc.

it would be that a anion loses electrons because it has more number of electrons and the cation gains electrons because it has less number of electrons.

in an anion number of electrons in outermost shell are more than normal atom, while in a cation number of electrons are less than normal atom.
