Yes, it snows in parts of Israel. There is skiing in the winter on Mt. Hermon in the north, and much of the northern mountains get snow in winter. It even snows in Jerusalem in the colder years, but I've never been there in snow.

Sure, but not frequently. There is actually a ski resort on Mount Hermon near the northern tip of Israel.
