Exactly what information gives you this impression?They have had economic woes and the U.S.A has certainly not been the closest of friends with them, we only want to deal with them because they have the energy source that we are totally relied on.Maybe if you have said Brazil, I could offer a good answer, simply put Brazil speaks Portuguese not Spanish so they might think themselves a non-Latin American country.
