The only saying I could find that's even close is this one, and the author was that most prolific of writers, Anonymous. Sorry I couldn't be more helpful.

Well, actually, I found one source that says Herbert Samuels wrote it, but it's entirely possible that it was going around beore then, and he just repeated it.
