Absolutely.
There are buses, shuttles, vans, limosines, and taxis. I don't know whether BART has reached the airport - it was planned years ago but not done when I moved away - but there are also local links to BART stations. That's how I'd go into town - and did, last time.
It's easy to get around San Francisco. You can actually walk through most of the city, in fact, and it's worth the trouble.

BART (Bay Area Rapid Transit) runs a train right to the terminals at SFO. That's a pretty cheap way to go, although hauling your luggage on and off the train can be a drag. BART also only stops along a single corridor in downtown SF, along Market St. Depending on where your hotel is, you'll then have to lug your gear through the BART station to catch a ride on Muni (the Municipal transit system) or go upstairs for a bus or taxi.
There's also SuperShuttle or SF Airporter that will take you door-to-door. Not really "public" transit, as it's more like a co-op taxi service. It costs a bit more, but it's nice to be able to go straight from the airport to your hotel.

Bart is definitely your best bet. Ask an airport worker how to take the shuttle/train to the Bart and take any train going north because they all pass through San Francisco. Get off at Powell Street (the one after the Civic Center stop) and you're there - right smack in the middle of downtown for something like $4 one-way.

There is a BART line that runs between them. Service Mon-Fri 4am-midnight; Sat 6am-midnight; Sun 8am-midnight. Ticket machines at each station.

BART is pretty good. takes you from the airport to downtown. take the powell exit. shopping and hotels, cable cars.. all there!
