Assuming Windows XP:
To see your IP address, go to the start button, select run, and type in: cmd
A command window should open. Type in: ipconfig
You will see four lines of information. The IP address will be the second line.
It is made up of four numbers, each between 0 and 255, looking something like 192.168.0.100.
How your computer is getting its IP address - a local router, a cable modem, dial up etc., determines whether it changes and how often.
To check, boot your PC and record the IP address. Reboot and see if it has changed. (If not, wait a week and check again because some set ups will give you the same IP for 3-7 days).

An IP address is a set of four numbers between 0 and 255., i.e.
127.0.0.1
(which is the number reserved by your computer for any communications it conducts with itself.)
Whether your number changes upon connection has a lot to do with how TCP-IP is set up on your computer.
A static IP address is an address that remains the same regardless of how often you connect. A dynamic (DHCP) address is one that is assigned during the connection phase, and lasts for the duration of your connection - this is typical of IP addresses for dial-up modem connections.

most users who get thier ip addresses from an isp use something called dhcp. usually the same address is 'leased' for a few days at a time as long as you stay connected. (cable / dsl) If you are on dial up, you should get a new ip address every time you dial in.

A STATIC IP address does not change. A DYNAMIC IP address changes when the lease time expires.
