The thing that might interest you is that if you are a US citizen, you can become a California resident in one year.

I got my PhD at UC Berkeley. My fellowship paid my out-of-state tuition during my first year. The school paid in-state rates after that. I had to either become a California resident or pay the out-of-state part myself. Fortunately, becoming a California resident was easy.

That means you would only have to pay out-of-state tuition for one year. Consider the UC schools first and then the Cal State schools next. There are also private schools -- but there would be no breaks on them.

As for quality, look through US News & World Reports's rankings of Law Schools to find out which ones are best. The rankings will also give you a range of LSAT scores for admitted students.
