the Bettween circumcised and uncircumcised is if a man is uncircumcised he has foreskin covering the head of the penis and a circumcised man has no foreskin covering the head of the penis... But guy's that are uncircumcised don't look much different because they can pull back the skin (well most can) to expose the head.

Check the link below and you will see the difference. Basically the skin covers most of the penis head if the individual is not circumsized (that's how we are born of course) and it doesn't cover the head if the individual is circumsized. This applies only when the penis is not erect. With an erection, the penis head becomes uncovered even in a circumsized male. Just check those pics and you'll readily see the difference. I really don't see any need for circumcision even though that's what happened to me and almost every boy baby of my generation and a couple of generations thereafter. It's not something I lose sleep over though!

Circumcision is the surgical removal of the foreskin of the penis. That's the fold skin that covers the head/top of the penis.
