"Impotence" typically means the inability for men to either generate or sustain an erection. The word is also sometimes used for men whose sperm is ineffective (either entirely sterile or very low count, typically), but that is not the usual connotation of the word.
Although "impotence" is not the term used, the result can be experienced by women. "Vaginismus," for example is a problem caused by either a very, very tiny and inelastic vaginal structure, or more commonly, by a woman's fear of intercourse. "Frigidity" is an unfortunate term for women who dislike sex, have a very low sex drive, or are otherwise mentally inhibited and may either refuse to have sex, or be unable to achieve orgasm.
Sometimes impotence in men is a health problem, particularly among those who have prostate gland problems.
Usually it is more of a mental issue. Men who have performance anxiety, for example, experience impotence often. Intermittent, or occasional, impotence is a normal occurence among men, but it can develop into chronic impotence because guys become over-anxious about their ability to perform. A guy's partner who is aware of this can help him overcome it, and usually is right glad when that happens.
Finally, there is also induced impotence, caused by such things as drugs or alcohol. Drunks have a lot of problems getting hard-ons. Heroin addicts tend to have diminished or depressed libidos - sex drives.
Men and women who experience sexual dysfunctions, and who want to deal with them, can get very effective help. The best place to start is by asking your personal physician.
There is, of course, also impotence in the news, An example is Rush Libaugh's bust at the airport with a bottle of Viagra he wasn't supposed to have and wasn't in his name. He is now hard up, and without the Viagra isn't up hard.

IMPOTENT means anything that lacks potency.
a man with a low sperm count lacks potency to produce children.
similarly a tranquiliser for humans may lack the potency to put a horse to sleep, hence it may be called and IMPOTENT horse tranquilizer.
