they are showing up when we log on. some are staying on the taskbar and some are showing on the screen.

Most lilkely you're not only dealing with pop-ups, but your system is infected with spyware. If you have Windows XP, try a full service scan at http://safety.live.com/site/en-US/default.htm. Download also Windows Defender from http://www.microsoft.com/athome/security/spyware/software/default.mspx so you keep protected all the time.
I also suggest you use Firefox instead of Internet Explorer. It's less prone to spyware attacks. Download it from: http://www.mozilla.com/firefox/

Get the yahoo tool bar with pop-up blocker and use another software to check if you had a spy cookie, like spypot search and destroy.

if you are using windows xp and internet explorer 6 click on TOOLS > POPUP BLOCKER > TURN ON POPUP BLOCKER

get a yahoo toolbar or a google toolbar...those usually do the trick
