Can't tell from here. You need to describe the systems in detail for someone to help.
Are the lights working? Do they go noticeably dim when you try to start the engine.
Does the engine crank over normally?
Does it crank over slowly or not at all?
Do you hear ANY sound when you turn the key?
It could be a number of things. Starter motor, starter solenoid, and wiring problems won't be helped by jumping it. Ditto for out of fuel or no spark condition.
A weak or dead battery can usually be jumped.

you may want to add the type of vehicle to your question, Starter solenoids often go bad. could be corroded battery terminals, corroded battery cables on the inside of the cable. Bad jumper cables perhaps are also a possibility, also could be a bad alternator or the battery not holding a charge.
When and if you get the car started, disconnect the battery cables and see if the vehicle still runs, this rules out a bad alternator if the car continues to run without a battery attached.

Could be many things depending on symptoms. Won't even turn over could be battery, Starter, Battery cables, Ignition wiring. Turns over and still doesn't start could be fuel, electrical, compression problem.
You need to be more specific with the question. (sorry)

Could be the starter. That would be my first guess based on the info you provide and the fact that you can't get it jumped.
