Can you elaborate on what you mean by a program CD? Nevertheless, there is a guide on how to create a ISO image using Nero. You can find the guide at http://www.tacktech.com/display.cfm?ttid=245. The guide uses Nero version 5.5 but the steps are basically the same for Nero 6.6.

To mount the iso image, you will need a CD emulator. Someone suggested Alcohol 120% which is an excellent choice; however, if you have a tight budget there are a couple of free alternatives. One would be Daemon tool (http://www.filehippo.com/software/dvd/) and another is Virtual CloneDrive (http://www.slysoft.com/en/virtual-clonedrive.html).

My preference is Virtual CloneDrive, which is absolutely free of adware or spyware. Daemon Tools has adware, though you can easily remove it, and that is why i give it a lower rating.
