Write a dissertation on why countries that take their legal systems from British Common Law have a more vibrant stock market than those who don't.

There is a finance literature on this phenomenon -- but I doubt that there is a literature on it in your field. The advantage to doin g it is that you might actually be able to get a good job out of it -- if you are interested in securities law. It would be silly to do a thesis that didn't help you get a job.

If you don't like that idea, then think about what kind of law you would like to do. Approach some lawyers who are working in that field and ask them for ideas.

Third party laws sounds interesting. Go for that, or how about a dissertation of potential laws--like the ethical questions on 'patenting' bioengineered life forms, such as the bacteria designed to 'eat' oil, for use in oil spills. Should one make this a common practice? What should the parameters of such laws be?

I would talk to your disertation committee about possible topics. They'll be able to give you insight on good topics -- there is no point in writing about something that has already been written about. Good luck!
