can any one tell me whether i can set two passwords for one user account while one is restricted and other one is admin account ?
but if we browse user accounts that account should be like an admin account.

No. You will have to have an Administrator Account and another account called a User Account. Each account can have its own password. The User Account is restricted.

No. One password per account. Each account has its own rights and therefore a different profile. If you have XP Professional, you can set or restrict rights with considerable flexibility. With XP Home, rights may be only Full (Administrator) or Limited or Guest.

You may make data availabe between profiles if you wish or put data to be shared in a common area.

You'd have to set up two users, but that's not hard. Just use control panel.

Or you could get a finger password thing like I did, and password protect the programs/ files you don't want anyone else to have access to.
