i have two operating systems and i can't format one drive, with the unwanted OS, so i tried to delete everything manually, but the WINDOWS folder has some files that i can't delete, (flash.exe) and more. Is there something i can't do for this?

there is no way to do it if format hard drive doesn't work

Depending on the two OS's. There may be a chance that the files you are trying to delete are "shared" resources. They are services that are running in the background. Before deleting those files, make sure that the other OS can still function. After stopping the service, you may permenantly delete files by holding the Shift button as you press Delete. This will delete the file and NOT put it in the Recycle Bin.

Click Start. Go to Settings. Go to your Control Panel. Double click on Add/Remove Programs. Highlight the program you want to get rid of and click Change or Remove Programs.

Hold down Shift + Delete. It will bypass the recycle bin and delete the item permanently.

these files are called hidden folders and they work to keep your computer working.
You don't need to delete these program or your computer will not work property.
if you know how to format your computer then maybe you need to re instill your windows systems.

Did you try the control panel? Add or delete files.
