Cement contains limestone, clay, and gypsum.
If you mean concrete, you need cement, 3/4 minus gravel and sand.
To mix concrete, 3 parts gravel, 2 part sand and 1 part cement.
Or
3 shovels of gravel, 2 shovels of sand and 1 shovel of cement.
