It's there for you to set wherever you want it. It isn't good or bad, but just is.

You want to set it to a page that loads pretty fast, and has a search engine box, so you can start surfing right away, and not wait for a bunch of stuff to load, like MSN does. But lots of people like MSN or Yahoo set as their home page, because they both allow you to customize it to suit your interests. You can add so much stuff to these pages, that you may not need to surf anywhere else

Naturally it takes a few seconds longer to load a page with content on it. There are ways to speed up the startup time. A lot of the programs on your computer are set to run from start up. This is not needed. They use time and memory running in the background. Turn these programs off and only have them run when you want to use them.

I have mine set for my security programs and my wireless keyboard/mouse to run from startup. Everything else only runs when I call for it. When I done with it I exit the program.

I have to leave 4 windows items running from startup also. These must run from startup or thing won't work correctly. These items are:

PS2
KBD
atiptaxx
ALCXMNTR

To turn off programs go to:

Start>Run>type MSCONFIG in the window>click OK>Startup tab>remove the check from the boxes of programs you do not want to have run from startup. Click Apply the Close and restart your computer. Upon restart a window will pop up. Put a check in the box and click OK.

Now your startup will be much faster.
