Countries like the US send their workers overseas. Indian cannot get jobs that Americans have. There is also the problem of education. Many people have not enough education. There is also the lack of availability of jobs. If there are not enough jobs then not enough people can work they go on to make their livelihood in other less productive areas. Gender is another. Religion. Age.

While undeniably agreeing with the previous answers given, I have to really emphasize the caste system...I have a friend in India who quite often discusses this very issue with me, and he always reverts back to the inevitable classification of a person's potential (thus their worthiness/ability to get work) based on their caste. From beginning to end, in the classroom, work preparation, and career advancement, the single space marked on every application asking about caste relegates who gets what jobs...This myopic acceptance policy limits the capacity of each person, thus the entire national workforce, and leaves no opportunity for an already overcrowded job force to escape their stagnant conditions....it's this blindness that allows the other problems (US infiltration, outsourcing, etc) to even exist.
