You could make them go fsater than they are designed to go - eventually they would tear apart due to stress of traveling on the ground.

It depends. The fastest car is the McLaren F1 that goes 240 mph. But if you tested on a 10 mile long straight airplane runway, it could reach 300 mph.

As far as the fastest production street legal car... i've heard several different things. Koenigsegg and Bugatti being among the top.
