Well, he could check out how much of his body he normally has covered and take a tattoo in that part. Like his legs, back, shoulder.
But I think he should really think about if he does want a tattoo. If he does, he will have it for the rest of his life, it will be a part of his body. So, does he really want to hide it?
Giving a good idea is difficult because I do not know him. I think it's the best if a tattoo is a personal thing that has a meaning for the one who has to carry it. If he really doesn't have a clue what he likes I can only advise to look on internet (just fill in 'tattoo' on google) and you will see a lot of diffent styles and tattoos. Maybe they can inspire him.
Taking a tattoo is something you really have to think over! It is not easy to get removed, if you ever get the whole thing removed, and to remove it takes much more time and is more painfull then the allready painfull tattooing itself.
You can always design your own tattoo, if you can't draw the tattoo artist will help you out with that.
One more thing, make shure he goes to the right artist. Things that are important:
- are the lines of the design not too close to an other? In that case, in 10 years it might have blurred to much.
- Is the artist clean in his job, does he sterilise his equipment and use new needles for everyone?
- Does the artist have a good name, or is he relatively unknown?
It's better to pay a bit more for a good artist, then to have your skin screwed up by a cheep bad artist.

Since tattoos are found to cause hepatitis and other diseases , I would not encourage anyone to get one . When I see someone who has both arms & legs front & back, smothered in tattoos I think how little respect they must have for their bodies; and I feel they have little self worth . Their parents must shudder . I have seen this prevalent in prison documentaries ,
where some even tattoo their entire faces .These people may as well put a sign on their face that says" I am the biggest idiot you will ever see "..TRAGIC .

Only your boyfriend can decide what's meaningful... that's personal and whatever he chooses will be with him for life. If he swims at his grandfather's then he has a couple of options: get his tattoo wherever HE wants it and deal with whatever fallout there is with his grandfather OR put it somewhere that is covered by swim trunks (groin, hip, butt or thigh) which is pretty limiting.

Your boyfriend needs to be a man.
Tat's are permanent and should be really thought out before you get one(or more). You must be prepared for the fact that to some people you have ruined yourself.
If he really wants one, he should just get one. If his Grandfather loves him as much as I'm sure he does, then he will accept him--tattoo and all.

Here's the thing with tattoos: eventually everyone will know you have one. It is pointless to try and cover it up since it won't stay covered up for long. Getting a tattoo and then hiding it from his grandfather is not respectful, it is LYING. If he respects his grandfather he will not lie to him.
If he wants a tattoo he needs to own his body. Any body modification requires that. You don't do it to please anyone but yourself. You do it as a sign that you are comfortable and are in control of your body. You do it regardless of what anyone else thinks.

On the arm or shoulder if he will be wearing a shirt all the time but if he will take his shirt off like for swimming and grandpa might see he might want to think about that

A tattoo is like earrings or a hairstyle, only more permanent. It is a choice and it is personal. One cannot give advice on placement or subject matter. Sounds like he is not yet mature enough to make that decision if must be hidden from his relatives. Perhaps he should wait or rethink this.

he should decide what to get, or he won't like it. And when he decides tell him to sit on it for a couple of months to see if he changes his mind. He needs to be for sure about what he gets cause laser removal is a ***** and covering it up can be hard to do with another tatoo. Tell him to get it on his leg, and wear pants, upper arm, and wear long sleeved shirts, or on his back or chest, which a shirt covers up.
