Initial numlock state is a BIOS setting. In order to enter bios you must reboot your computer and right after the post message press an F key. The F key is different for different machines, but most common are F1, F2, F8. You may have to experiment, some systems tell you when they are booting you will see a message To Enter Setup Press etc.
Warning changes in BIOS can have far reaching effects, and changing the wrong setting can cuse your system not to boot.

I disagree I have numlock state on set in all of my systems, and I have never had any version of windows override that setting. Although I don't see that it would hurt to change the registry key either. However if you are going to suggest BIOS or Registry changes you should always warn users that changing these types of settings can be harmful if you do it incorrectly, or change the wrong key.

The are two things that you can try. First you can go into the bios and change the setting there. If it alread says that the numlock key should stay on then you need to change a setting in the registy. Use these steps to do that. "WARNING! Changing the registry can cause major problems if you skrew up so follow insructions EXACTLY"
1. Run Registry Editor (Regedt32.exe).
2. Navigate to HKEY_USERS\.Default\Control Panel\Keyboard.
3. Change the value for InitialKeyboardIndicators from 0 to 2.

The status of the NUM LOCK key is specific for each user, and by default, it is disabled. you must use Registry Editor to change the default behavior. To enable NUM LOCK before a user logs on, use Registry Editor (Regedt32.exe) to locate the following registry key:
HKEY_USERS\.Default\Control Panel\Keyboard

Change the value of the InitialKeyboardIndicators value in this key from 0 to 2.

Rojoe is most correct. There is a setting for numlock state in your BIOS, but Windows will override it when it boots.

it does to mine aswell i think thats somthing from microsoft , i havent got a solution to it like i say is something from microsoft
