Actually, by hand with a sponge-type brush will look best.

If you are painting before you install them, then spraying will be quicker and give you a better finish. If they are already installed, I'd use a paint brush.
By the way, if the baseboards are previously unfinished, you need to apply a coat of sealer before the finish coat.

Professional Painters spray it -if its a large area, carfully clean all dust before hand and using the gun to push any dust ahead of the paint,- otherwise use a Brush. Roller would be ok, but you still must cut in with a brush, so might as well use the brush to begin with.

Use a roller on them BEFORE they are installed. You can lay out 6(+/-) boards at a time and roll them together to save a lot of time. I did it a few weeks ago, and it worked out great!

Actually, I would stick to a paintbrush - it is the least messy of the three and easiest to manoeuver in small places like corners. Don't forget to tape along the edge of the wall and floor (and spread newspaper).

The best way is with a natural boars hair brush, before they are installed. Touch-up afterward.
