Since everyone else who gave a correct answer (instead of those bogus lies) about the commissions covered that part of the question well, let me tell you about using the library..
I did it for YEARS!! For a few reasons...first, unlike my dial-up connection, they have a T-1 line so what took me 20 minutes to post at home took about a minute on the library's computer.
Find out at the library what externat data (your pictures on a a disc, a cd, a memory stick, etc. ) can go into their computers. If your pictures are on a memory stick and their computers don't have that capability, you'll have to do something else.
I believe that you need to spend some time in the eBay HELP department so that you understand the process. When have a camera and have all the things you want to sell ready to go, come back here and ask some more questions--I'm sure that everyone will help again!
PS If you town has a "drop-shop"--a store where you can take your items to be sold on eBay--you might want to check that out. They too charge a commission, but then YOU don't have to do anything! Check out link below for locations.

It's actually really easy. They do charge for posting your item like how many pics you want to add or if you sell at a fixed price they charge also. Then they charge a Final Value Fee which depends on how much your item sells for. It usually is a small percent unless you sell something pricey. The one that charges a lot is PayPal!!! In your item listing just explain to potential buyers that your charging shipping AND handling to cover costs for E-bay fees, gas to the post office, shipping materials, etc. I wouldn't charge too much for shipping though cuz then people don't want to bid up your item. Ebay charges a small fee per listing...to the best of my knowledge they don't collect a commission. I've used Ebay a LOT!
You have to have the photos on your computer to post them into your Ebay listing. Either you have to have a digital camera or a scanner to scan in photos. Some images (for generic items like books or CDs) can be found by doing a Google search and saving the image to your computer for use on Ebay.

It's east to sell items on eBay. If you go to the home page and click on sell at the top of the page it gives you all the information you need to know to use the site. Also if you go to http://pages.ebay.com/help/sell/fees.html it tells you the fees for selling items. If this all seems confusing you can goto http://pages.ebay.com/university/index.html and ebay has classes on how to use the site. If all else fails find a friend to list the item for you or there are places now that list ebay items for you and charge a fee for that service just look for one in your area. They are often called ebay "auction partners".

The first responder is incorrect as well, the charge 2 fees at a minimum: a listing fee and a commission based on the final value that the auction ended at.

Perhaps you have been mislead very badly by some one who either does not know about ebay policies and charges or may be discouraging you for his own self interest. The following eBay website may help you a lot about selling:

There is a small listing fee and selling fee and it is fair. You certainly dont expect to advertise an item to millions of people for free do you?
You need to read and do your homework before you start. Selling will be hard without a home computer though.

Yes, this is true.
If you don't sell at least $100,000 worth of merchandise (within 48 hours, I believe) they charge a 98% commission.
If you don't reach this level, they charge $3.500 per unsold item. I heard a story where a man's house was reposessed because of failure to pay the listing fees alone.
I wouldn't risk it.
