Use an ultrasonic emission device. You can buy one that turns all the wires in the walls into part of the system just by plugging it into a socket. That should get rid of them although you might then need someone to advise on how to protect non-wired areas of the building if there are any.
After that, insist that the tenants not live like such pigs so as to attract the rats in the first place. ;)

Ultrasonics device. You can find them at most home improvement stores(I know Home Depot has them in the Inside Garden Department with the pesticides). These units will usually cover 2-3 rooms (depending on size). They also work for other critters (like roaches).

Tell you tenants to quit feeding them. Or, those ultasonic things are suppose to work
