As others have noted, there is no level ten, in part because Yahoo itself doesn't have enough *rewards* for the seven levels they already have. :( I know, sucks doesn't it?
Besides, at the rate things are going, you'd need to be on this thing almost 24/7 *and* be enough of a Brainiac to get the Best Answer on your answers at least half the time to snag the 26,000 points (huh?) to get to Level 7.
And for what? An email pat on the back and *wallpaper that likely doubles as super-secret spyware*. :p Hmmm....

There is no level 10. The highest level is level 7.

I don't even know if you can get to level 10, the help page says the highest level is 7 (you need 25,000 points). You'd best get to work, eh? ;)
