Well, 0 is for the operator...but I see what you mean. However, if it was only one or two numbers they would constantly be dialed on accident within other phone numbers. The numbers 911 never appear within another number because no matter what it always goes through to the emergency line.

Choosing 911 as the universal emergency number was not an arbitrary selection, but it wasn't a difficult one either. In 1967, the Federal Communications Commission (FCC) met with AT&T to establish such an emergency number. They wanted a number that was short and easy to remember. 911 is still quick and easy .. if it were just a single number like 0 there would be millions of mistaken calls .. as anyone who has raised a toddler knows. :-)

0 is the number for the oporator. it was already taken. and the reason why they dont call it nine-eleven, is because when children have to dial it, they wont know where the "eleven" button is. so its always nine-one-one.
