I want to recreate past World Cups (ex. 1982) and want to form 16 and 24 team tournaments. Apart from game play, which FIFA game can do that for me. I couldn't do it with FIFA 2005.

You must try Fifa '06. It's amazing, with best graphics & gameplay. It's the best in series.
The thing you said I'm not sure whether you can do it in '06. But it is the best Fifa out there, it has a manager mode which is excellent.

Fifa 2005 hand's down, just the gameplay is enough.
