First you have to have the music ripped from the CD onto your computer. (Mandatory disclaimer to keep the music police happy: Ripping music to your computer and e-mailing it may be a violation of copyright law) Windows Media Players can be used to rip music to your computer.

Once there, the music becomes a file. Simply attach that file to an e-mail the same as you would any other file.

You risk exceeding attachment size limits (frequntly 1mb) of your mail servers and annoying the recipient if on dial-up. Use windows media player or itunes or any other ripping software to convert CD track to mp3 and save on your PC. Drag and drop the mp3 into the body of the e-mail to attach it. Background music - need to compose HTML mail message - check options menu in mail software if not enable by default.
