I doubt it. Most wireless problems turn out to be signal strength problems, interference issues, or bad security configuration.

I'm not sure I understand your question. To setup a wireless network you need at least 2 wireless devices, usually a wireless access point/router and a wireless card in your computer.

The routers/cards are usually quite reliable.

Also depends on the system you're trying to network and if it supports the drivers. For instance, Windows98 doesn't support wireless.
