Provided you take a deep enough breath, yes you can. It wouldn't even be any harder then above the water because the same pressure on the balloon is also pushing on your chest. Just don't forget to surface before you take another breath.

Yes. Gas will fill the balloon provided that the gas entering the balloon has a greater pressure than the pressure that the water is exerting on the outside of the balloon. It gets harder to blow up a balloon the deeper you get.

Yes, but the further under water you go the greater the pressure applied to the outside of the balloon and the harder you would have to blow to expand the balloon.
