my mother was born feb 29. we celebrate it when she wants and where she wants. but every 4 years we have a big blowout party. she loves it cause she has had only 17 b-days. she really likes when people ask her age.

Leap years are just there to compensate for a fact that we don't have an absolutely correct calendar. A year is actually 365 and 1/4 days long. So, every forth year, those four leftover quarters add up to make an extra day. I think it was the ancient Egyptians that actually had a calender that was correct and didn't need a leap year, but we don't use that for some odd reason.
As for the birthday deal, my guess is that they celebrate their birthday either on the 28th of February or the 1st of March....depending on what time they were born on the leap year.
If i were born on leap year, i'd just pick one of the two, and then have a hellacious bash every 4 years when the calender caught up. ;)

Actually, the birthday anniversary happens every year. The fact that the day they were born had an arbitrary date attached to it is inconsequential.
365 or 366 days after the birth, they are 1, 365 days after that, they're 2, and so on.

You celebrate it the day before(Feb. 28) or the day after. And then you have a big celebration in the leap year.

Not sure on that one, but an old friend of mine was born on Feb. 29th. She celebrated the day before whenever it wasn't a leap year. :)
