If it is a fairly new boarder it should be a 2 part boarder. If so peel the vinyl top part off first, then use a spray bottle and hot water to loosen the paper backing which you can scrape off with a putty knife. Best to wet the whole paper backing at least twice before you start scraping, it will make it a ton easier. Go slow though, the sheetrock behind it also wet now and will tear or gouge if your not careful.
If it's a one piece boarder, or the vinyl is being stubborn, use what they call a Paper Tiger to put little holes in the boarder so the hot water can get behind and loosen the glue. You can put fabric softener or a product called Diifs in the hot water if you like, but it's mainly the hot water that does all the work.

Get a spray bottle and fill it with fabric softner and water. Score your wallpaper (be careful not to press to hard) then spray the wallpaper really good to get into the holes and behind on the glue, within a few minutes it will just peel right off and you don't have to wear gloves and it makes the room smell fresh!

If the border hasn't been painted over it should be very easy. just pull it off. use a produt like dif to remove any glue or paper left over. If you don't want to use a chemical product, vinegar works but not as well. Ive heard that liquid fabric softener when sponged on works great, but I haven't personally tried it. You may need a stiff metal scraper knife to remove any stubborn spots.

We had a nightmare using a steamer and peeler, they took the plaster off of the wall along with the boarders. Then we tried a bucket of water with 1-2 cups of vinegar in it. Just use this mixture and wash it over your boarder and let it soak in for a couple of minutes. After a couple of minutes, just start peeling.

stick on top of the wall paper any good strong tape but stick it about 2 inches below the edge do this on different locations of the wall paper let it set one day or less dont forget to leave spaces on the tape you are using so you can grab it and pull when you think it is ready warm it with hair dryer staring with the top edge once it is warm pulling the tape will bring the wall paper off the wall it souds complicated but no damaged to drywall will be let as there is very delicate home owners

At any paint store, buy some wall paper stripper, apply it and the paper will fall off,

use your iron on the horizontal setting and steam it for awhile. that should loosen the glue a little. then scrap the border off. it might leave a little residue but just use some goo gone on it and it should come off.

get an old iron and set it to steem. run it over the area and the wallpaper will just peel off

Use a vinegar/water solution. Use a 1:1 ratio (50% vinegar, 50% water). It works good.
