They have to be loaded into the c:\windows\fonts folder for them to show up in applications.

1. The first thing I would do is make sure that your fonts are placed in your fonts folder. This can be done manually, but you probably can use your Control Panel > Fonts to load them.

Loading the Control Panel > Fonts screen gives you a list of your current fonts. At least in Win2000, you can use the File > Install New Font menu option to find and select the fonts you just had downloaded and move them into the Fonts area.

2. After the fonts are installed, you will need to make sure that you close Photoshop, and restart it again -- it should pick up any new fonts you just installed.
