The GRE is given by ETS. Their web site is at www.ets.org. If you can't find the information you need there, you can find contact informatino there & they will help you.

The GRE is now only available as a computer-adaptive test. The original site was gre.org but it is now only accessed via a portal.

You are right you should take GRE in a proper way. You should visit http://www.admissionglobal.com or http://www.catzone.org for initial information and download prep material from these two sites. You should take GRE in the region where you are.

I am not sure what out of state universities would require. The best thing that I would advise you to do is to contact the Universities that you are interested in and contact by email or check with a local university near you.
