1. No question that Anakin was manipulated by (2.)Palpatine.
You might say that (2.)Obi-Wan manipulated Luke by not telling him that Darth Vader was his father from the start. Once Luke knew the truth though, he acted on his own to bring Anakin back to the Light side and fulfill his destiny in bringing balance to the Force.
3. Palpatine deceived Anakin into thinking that the Dark side could prevent Padme from dying and in general playing to his ego.

Luke wasn't manipulated that much but anikin was by palpatine to kill all the Jedi cus that was the only thing in way of palpatine turning the senent into a galactic empire thus making him the emporer and in the proses of all this killing and betrayal palpatine knew that the darkside would grow in anikin.

Anakin was manipulated by Emperor Palpatine into becoming a Sith inorder to end the war. The most Luke was manipulated was by Vader into going to Cloud City before he finished his training.

Anakin was manipulated by the dark side of the force via The Emperor/Palpatine. The Emperor had Anakin believing that everyone was against him and that Obi Wan was having a secret romance with Padme. By doing this, The Emperor ensured he would release the dark side in Anakin and make him his new Sith Lord because hate, anger, etc. release the dark side of the force if you don't know how to control it.
Obi Wan tried to bring Anakin back, telling him he was the chosen one to bring balance to the force.
I don't see that Luke was manipulated, he had a drive inside him to do the greater good.
The Emperor tried to get him to kill his father and he refused to, chosing to die instead of giving in to the dark side, so Vader killed The Emperor.
In a way, Anakin did bring balance to the force because it was his children who brought balance back to the force.

No he made some very wrong decisions the 1st one was falling in love and that was forbidden in the Jedi order. Luke was always the good guy he did nothing wrong. Anikin did it all to himself by breaking the rules of the Jedi.
