well, if you're wanting, for instance mike@jones.com. You're gonna have to buy/register the URL www.jones.com from ANY registration site, and they usually will offer some kind of email/web hosting. But FREE? I dont really think there is anything out there like that.

your surname is likely already taken as a domain, unless your surname is EXTREMELY rare.
Domains like that you have to purchase.
there are many providers out there that will let you check to see if your desired domain is taken.
Things you can do is also see if domain.org or omain.net or domain.ca for instance are taken already. If your domain IS available, grab it quickly (meaning pay for it). The provider will help you set up your email accounts and webspace.

You won't be able to do that for free. You have to purchase a domain name, and then e-mail services for it. Try mydomain.com .

If you don't want to pay, mail.com has a wide selection of domains.
