This is a common problem for teenagers. For some reason their biorhythm is set so that they are awake at night and sleep during the day. Unfortunately, the rest of the world is not on the same schedule, so you must try to adjust your sleep/wake habits especially when school starts or you have a job that demands it. Try to take short naps in the day time and longer naps at night. Keep adding time to the night time naps and less to the daytime naps. You can also try getting up an hour earlier every day, and going to bed the same time every night. Be sure to eliminate the TV, radio, computer, phone, and books from your room.
Fortunately, you can outgrow this condition.

You need to get some exercise what are you doing all night long? On the computer. School is gonna be right around the corner soon and you don't want to be dragging then. Make sure you let your parents know your not sleeping. It may not be safe for you to be watching lil bro, what if you fall asleep? Take care.

I had major sleeping problems and I'm not crazy about taking pills. I have found a book on tape, especially one I've listened to way too many times, will put me out in ten minutes. It's the classic bed time story syndrome. You've heard it a million times but your brain will listen to it rather than thinking about all that "stuff" that keeps you from sleeping. It is however, boring and so the brain goes out to play and lets the body finally sleep. I wish you the best and if little bro is young enough for naps it works for them too.

You need to reset your inner clock. Get an alarm clock and set it to wake you up when you want to be awake. Stay awake during the hours you usually sleep and you will be tired later on -you need to break the cycle/pattern that you are in-simple as that.

Speaking of experience. I came from the other side of the world and the time zone is way the opposite. So when its Daytime here, that is supposed to be my bedtime then...What I did was forced myself to go bed when I'm supposed to...gradually your body will get used to your new sleeping schedule. It will take about few days for your body to get used to it..

When you first are able to sleep set your alarm for 7AM and get up right away. I guarantee you that by 11PM of the same day that you will be tired and will sleep. But set your alarm again for 7 AM. I have had insomnia all of my life and this works for me.

Change your habits... It's as simple as that. Wear yourself out during the day so you will sleep at night. Make a schedule and stick to it.
