Who could play these 2 in a movie?

I recently saw a documentary on uday and qusay hussein. damn those were some gruesome guys! but I thought a movie about them would be insane. what 2 actors can play really nutty, grotesque, cruel, barbaric guys like these 2?

Johhny Depp could, but I wouldn't want to see him in such a role, I am just saying he is capable of it, so talented, and dark. Who else? hmmmm.......maybe Ray Liotta.
