if its a single wire .. find where something is "connecting" live to ground.
if its multiple wires: find where live & ground are being joined/connected.

if its at a certain voltage, get a lightbulb rated for that amount, solder the wires to it, then touch the wires around every connection (fence post). if the lightbulb doesnt go on, then theres a short there.
be sure to use insulated wires or gloves so as not to shock yourself....
may not work as well if fence is on a long phase...
