Absolutely not. We have no control over whether or not our nipples show, and it would be extremely inappropriate to comment on it. How would you feel if you sprung a high hard one at an inopportune moment only to have someone comment on it?

I do not think that your compliments would be welcome by any woman. Erect nipples might happen when the climate is cold or close to her time of the month, so I beg you do not go there....

Absolutely not. That happened to my friend once and she was completely mortified and angry. I haven't had it happen to me, but I know that if I go into a cold room.. well.. It can be embarrassing.
My suggestion is to admire from afar and not bring her attention to it. I would say the only time to compliment a woman on her nipples is when you are engaged in lovemaking with her and you intend it as sincere compliment.
