Good question. I wondered the sama myself, and I think that it is because there is no requirement for the color the rear turning blinker. I have seen it in red, amber, and even white. I think that many automobile manufacturers think that people prefer everything in the light cluster to match as much as possible (though that's not my preference) and so they generally make them red because they are near or in the same fixture with the brake lights which are required to be red.
I have a 2000 Honda Odyssey and it has red blinkers, while the later years changed this to amber which I think looks much better and is more distinctive and therefore more prominent and safer personally.

Not all vehicles in the US have red turn signals. Only some. I have amber rear turn signals on my car.

They look the same as German and Japanes cars to me.
