I agree too much water. Pepper plants do the Best when the are allowed to dry out in between the water. They also thrive hot temps. You can help them along by doing a couple of things. Fill plastic liter bottles with water and set them by your plant. The sun will heat the water up in the day and keep the temps up at nightfall, giving your plant an extended period of the higher temps it needs. You can also do this with black plastic trash bags lay them around the base of your plant, but be sure there is a place for the water to reach the plant. This is helpful in raising the temp of your soil but the bottles do a better job.
Pull back on your water and allow your plants to dry, depending on your temperature every 5-8 days.I would not feed them until you see them putting forth new growth, then I would get on a regular feeding routine. Your can by fertilizer for vegetables at any garden center, just follow the directions on that particular brand. If you are not sure ask a clerk.
Hang in there
God Bless

You are probably overwatering them. They don't need watered everyday except for maybe the first few days after you plant them. Bell pepper plants tend to be a little more tempermental than other garden plants.
